Abstract: Small Island Developing States (SIDS) facing aggressive decarbonization targets often rely on conventional First-Law energy accounting ( Transition Énergétique ), which treats all joules as equal regardless of thermodynamic quality. This paper formulates the transition to a Second-Law exergy-based framework ( Transition Électrique et Exergique ) , taking the island grid of Mauritius as a primary empirical model. The study establishes that Internal Combustion Engine (ICE) transport destroys ~82% of input chemical fuel exergy ( $\eta_{\text{II, ICE}} = 18.0\%$ ), whereas direct solar PV-to-electric vehicle (EV) charging operates at an end-use Second-Law efficiency of $\eta_{\text{II, EV}} = 91.4\%$ at the vehicle boundary. By integrating a fleet of 50,000 EVs equipped with bidirectional Vehicle-to-Grid (V2G) capability, Mauritius gains a decentralized 1.2 GWh net usable Battery Energy Storage System (BESS) . Operating across the Central Electricity Board (CEB) evening peak demand window (18:00–21:00), this fleet injects 210 MW to 350 MW , reducing peak grid load by 38.5% , displacing Heavy Fuel Oil (HFO) peaking plants, and avoiding $350M–$450M USD in utility stationary BESS capital expenditure.
