Saudi Arabia’s industrial transformation under Vision 2030 is changing the financial responsibilities of industrial firms. Large capital programs, localization targets, export development, energy transition commitments, supply-chain expansion, and deeper domestic capital markets require corporate treasury functions to move beyond transactional cash administration toward integrated liquidity, funding, risk, and governance leadership. This review develops a corporate treasury optimization and debt sustainability framework for Saudi industrial sectors, with attention to petrochemicals, energy-intensive manufacturing, mining, logistics-linked production, food processing, and advanced materials. A structured narrative review of policy reports, market sources, treasury surveys, sustainability-finance standards, and relevant finance literature published mainly between 2020 and 2026 is used to identify how cash visibility, working-capital release, debt maturity management, sukuk and bond market access, hedging discipline, sustainability-linked financing, and data-enabled decision systems can support financial resilience. The paper argues that firm-level debt sustainability is not a single leverage ratio; it is a governance condition in which borrowing maturity, currency exposure, profit-rate risk, liquidity runway, project cash-flow certainty, covenant discipline, and capital-allocation quality remain consistent with long-term industrial competitiveness. The proposed framework is organized around four phases: Diagnose, Optimize, Finance, and Sustain. It links treasury practices to Vision 2030 outcomes by showing how disciplined financial management can strengthen non-oil investment, investor confidence, local supply chains, private-sector productivity, and sustainable industrial growth.
