международная морская организация (IMO) последовательно усиливает климатическое регулирование международного судоходства, формируя комплекс требований, направленных на достижение углеродной нейтральности отрасли к середине XXI века. В статье исследуются экономические последствия внедрения механизма IMO Net Zero Framework (NZF) и оцениваются возможные стратегии адаптации российских судовладельцев к новым экологическим требованиям. Цель исследования заключается в сравнительном анализе эффективности различных сценариев соблюдения требований NZF с учетом особенностей функционирования российского судоходного сектора. Методологической основой исследования выступают сравнительный анализ нормативных документов IMO, методы экономического моделирования и сценарный подход. В качестве объекта моделирования рассматривается химовоз дедвейтом 18 000 т на горизонте 2028–2040 гг., для которого анализируются четыре варианта достижения нормативных показателей углеродной интенсивности топлива, включая использование традиционных и альтернативных видов топлива, а также механизмов обращения углеродных единиц соответствия. Полученные результаты демонстрируют существенные различия в совокупных затратах и экономической эффективности рассматриваемых стратегий. Установлено, что по мере ужесточения международного регулирования использование исключительно традиционного топлива сопровождается ростом расходов на соблюдение требований NZF, тогда как постепенный переход к низкоуглеродным видам топлива позволяет снизить долгосрочные издержки. Практическая значимость исследования заключается в формировании рекомендаций по выбору адаптивной стратегии декарбонизации для российских судоходных компаний с учетом санкционных, инфраструктурных и инвестиционных ограничений. the International Maritime Organization (IMO) has significantly strengthened climate regulation of international shipping by introducing a comprehensive framework aimed at achieving net-zero greenhouse gas emissions by the middle of the twenty-first century. The implementation of the IMO Net Zero Framework (NZF) fundamentally changes the economic conditions of maritime transport by combining mandatory greenhouse gas intensity targets with market-based compliance mechanisms. The purpose of this study is to assess the economic implications of different compliance strategies under the NZF and to identify the most appropriate adaptation approaches for Russian shipowners. The research is based on a comparative analysis of IMO regulatory documents, economic modelling, and scenario analysis. An 18,000 DWT chemical tanker operating over the period from 2028 to 2040 is used as a case study to evaluate four alternative compliance scenarios, including the continued use of conventional marine fuels, the gradual introduction of biofuels, the application of LNG technologies, and the extensive use of bio-LNG with participation in the compliance unit market. The modelling results demonstrate substantial differences in the total compliance costs and long-term economic performance of the analysed strategies. The findings indicate that reliance on conventional fuels combined with the purchase of compliance units becomes increasingly expensive as environmental requirements become more stringent, whereas the gradual transition to low-carbon marine fuels improves long-term economic efficiency despite higher initial investments. The practical significance of the study lies in the development of recommendations that may assist Russian shipping companies in selecting effective decarbonization strategies under sanctions-related, infrastructural, and financial constraints.
