Texas stands at the center of the American energy economy, yet persistent racial disparities continue to shape workforce participation and leadership within the sector. This policy brief examines the structural barriers that limit the representation and advancement of Black Texans across oil, gas, and emerging renewable industries, despite their historic contributions to the state’s energy development. Drawing on workforce data and policy analysis, the study highlights inequities in recruitment pipelines, leadership mobility, procurement access, and compensation.
