English

This paper analyzes Nigeria's climate policy and renewable energy transition through a political economy lens. It identifies structural constraints: oil-and-gas industry influence, fossil-fuel dependence for foreign exchange, gas flaring and oil spills, and weak implementation capacity. Despite policy frameworks with targets, the study recommends curbing industry influence, offering financial incentives for renewables, and prioritizing clear emissions-reduction policies.

📄 Abstract(原文)

Climate change poses a growing threat to global stability; nations are compelled to transition towards renewable energy sources. Nigeria, as a populous and resource-rich nation, grapples with both the impacts of climate change and the imperative to diversify its energy mix. Nigeria has actively participated in global climate dialogues and commitments. This paper examines the intricate relationship between the political economy of climate change and the transition towards renewable energy, with the specific context of Nigeria. Underpinned by the Political Economy of Public Policy (PEPP) which argued that the making and implementation of public policy is enveloped in contestation and bargaining between interest groups with competing struggle over personal interest. Utilizing the descriptive research design, secondary sources of data and the content analysis to analyze Nigeria’s commitment to renewable energy sources which is not without challenges, considering a number of factors like its dependent on fossil fuels for its foreign exchange earnings, lingering problem with gas flaring and oil spills are evident lack of capacity and capability to harness its renewable energy resources. These challenges notwithstanding, Nigeria has developed various policy frameworks with targets and projections aimed at harnessing its abundant renewable energy resources in order to transit to green economy. The findings highlight the need for a comprehensive and integrated approach to address the challenges posed by climate change while harnessing Nigeria's renewable energy potential in achieving a greener future. The study recommends that the government needs to curtail the excessive influence of the oil and gas industry on climate change policy. Also, providing financial incentives for renewable energy projects and develop, implement and prioritize clear and comprehensive policies that promote renewable energy adoption and emissions reduction targets.
