Achieving United Nations Sustainable Development Goals (SDG 7, SDG 9, SDG 12) in the nuclear sector requires reliable data infrastructure supporting the closed fuel cycle, in which plutonium recovered from spent fuel is recycled into mixed-oxide (MOX) fuel. Current non-destructive assay (NDA) methods exhibit systematic biases of approximately 20% for kilogram-scale MOX items, generating material-unaccounted-for (MUF) signals that violate international safeguards thresholds and undermine Environmental, Social, and Governance (ESG) reporting integrity. This study proposes an integrated four-layer measurement–analytics–management framework coupling a spatially corrected NDA algorithm to a digital traceability architecture aligned with ESG governance. Validation via Geant4 and ROOT simulations demonstrates mass-reconstruction error reduction from approximately 20% to within 3%, translating to an estimated 84–86% reduction in annual MUF and shipper–receiver discrepancy. A KPI dashboard linking measurement performance to ESG indicators is proposed, providing a practical pathway for nuclear operators to embed measurement-grade data into circular-economy supply-chain governance.
