📄 Abstract(原文)

The article addresses the management dimension of social security systems in the context of the green transition and the growing importance of energy vulnerability as a social policy challenge in the European Union. The relevance of the topic is that changes in energy markets, household expenditure patterns, housing conditions, and the structure of energy consumption increasingly interact with traditional risks of poverty and social exclusion. Under these conditions, the capacity of social security systems cannot be assessed only through the total volume of social expenditure. Particular attention should also be paid to the functional allocation of resources, the balance between different areas of support and the ability of social policy instruments to respond to emerging forms of vulnerability. The article focuses on the relationship between the resource capacity of social security systems and the structure of social benefits, as well as selected indicators of poverty, material deprivation, and energy poverty in EU countries. The empirical part covers the 27 Member States of the European Union and combines indicators for social expenditure and the functional distribution of benefits with social and energy-related indicators. A crosscountry design is used, with 2023 indicators of social security resources and benefit structure compared with 2024 social outcomes. The study applies descriptive statistics, correlation analysis and regression models with robust standard errors. Particular consideration is given to expenditure on housing support and measures addressing social exclusion, as well as to household electricity prices, heating degree days and the share of renewable energy. An additional composite indicator of energy vulnerability is constructed from the inability to keep the home adequately warm and the housing cost overburden. The discussion is centred on how management priorities in social security systems may be interpreted under the conditions of the green transition, why the structure of resource allocation deserves separate attention from the total level of expenditure, and why energy poverty should be approached as a multidimensional risk shaped by the interaction of social, housing and energy policies. The article also outlines methodological limitations associated with a relatively small cross-country sample, differences between national systems and the interdependence of explanatory variables.
