English
This monograph frames Clean Development as the central macroeconomic strategy for the global polycrisis, arguing that climate destabilization, debt distress, fuel volatility, food fragility, and geopolitical fragmentation form an entangled shock architecture. It shows fossil-dependent models suppress growth via FX drain and debt overhang, while clean energy, decentralized electrification, and green industrial policy generate self-reinforcing multipliers—lower WACC, fuel import displacement, and mineral value-chain gains. Evidence across 12 chapters supports absolute decoupling, 2.5–3× employment multipliers, and a proposed Ten-Year Global Clean Development Compact (2026–2036).

📝 gxceed 編集解説 — Why this matters
In the global GX context
For global GX, this work pushes beyond disclosure frameworks (TCFD/ISSB) toward a macro-financial architecture linking NDCs, sovereign debt, and green industrial policy—relevant to transition finance debates and MDB reform. It offers a Global South-centered counterpoint to EU/US-centric transition narratives.

📄 Abstract(原文)
Clean Development is presented as a unified, macro‑strategic framework capable of resolving the structurally entangled crises now defining the global polycrisis. As the monograph states, “the international community has entered an era defined by… a condition in which multiple, structurally entangled global crises interact such that their combined impact far exceeds the sum of each crisis in isolation.” The work argues that climate destabilization, sovereign debt distress, fossil‑fuel price volatility, food system fragility, and geopolitical fragmentation form a synchronous shock architecture that overwhelms traditional siloed governance. Clean Development is advanced as the only strategy capable of simultaneously expanding economic growth, accelerating decarbonization, stabilizing macro‑financial systems, and strengthening human development. The monograph demonstrates that fossil‑dependent development models now generate the very shocks that suppress growth—via foreign‑exchange drain, debt overhang, and climate‑induced asset destruction. Clean energy, decentralized electrification, and green industrial policy instead create self‑reinforcing macroeconomic multipliers: reducing WACC‑driven capital cost penalties, eliminating fuel import liabilities, expanding fiscal space, and unlocking downstream mineral value chains worth 12× to 54× more than raw ore exports. Empirical evidence across Chapters 1–12 shows that clean transitions deliver: Absolute decoupling of GDP growth from emissions, 2.5×–3× higher employment multipliers than fossil investments, Balance‑of‑payments stabilization through fuel displacement, Human capability expansion via decentralized energy access, Climate resilience through adaptation finance and statutory debt‑pause clauses, Industrial upgrading through domestic refining mandates and regional clean‑development archetypes. The monograph concludes with a Ten‑Year Global Clean Development Compact (2026–2036)—a coordinated sovereign roadmap integrating NDCs into fiscal plans, deploying a multilateral FX‑risk facility, tripling MDB concessional lending, mandating climate‑resilient debt clauses, and establishing green industrial compacts. Clean Development is positioned not as an environmental agenda but as the central macroeconomic strategy for achieving resilient, equitable prosperity across the Global South.
