English

This paper develops a transparent two-period benchmark model of mitigation deterrence, where expected future CDR weakens current abatement. It incorporates political-economy forces, behavioral biases, general functional forms, and uncertainty about damages and CDR costs. A lobbying extension shows how political pressure systematically depresses mitigation, offering a foundation for future research on CDR expectations and climate policy.

📝 gxceed 編集解説 — Why this matters

In the global GX context

As CDR features prominently in IPCC pathways and corporate net-zero pledges, this model warns that expected future removals can erode near-term abatement. It speaks directly to ISSB/CSRD disclosure of transition plans and the credibility of net-zero targets, highlighting mitigation deterrence as a systemic risk for global climate policy.

📄 Abstract(原文)

Carbon dioxide removal (CDR) technologies are central to most climate mitigation pathways, yet their future availability risks weakening current abatement efforts — a phenomenon known as mitigation deterrence. This paper develops a transparent two-period benchmark model to explore how political economy forces and behavioral biases shape intertemporal climate choices. We allow for general functional forms as well as uncertainty about climate damages and CDR costs. We further demonstrate the framework’s flexibility by extending it with a simple political-economy module in which lobbying over mitigation and future CDR systematically depresses abatement. The model provides a useful starting point for future research on the complex interactions between CDR expectations, current mitigation efforts, and climate policy.
