📄 Abstract(原文)
Introduction: Oil-rich countries face complex challenges in the global energy transition, with mounting pressure to diversify. Current transition models in fossil-fuel-rich states have two key limitations: they are predominantly techno-economic, ignoring entrenched socio-political structures—the petro-state complex—that resist change, and they treat the state as monolithic, overlooking emerging semi-autonomous actors and innovation networks (e.g., digital communities, tech startups) that could disrupt the status quo. This gap hinders understanding of non-linear, socially driven pathways. The transition is an imperative for resource-dependent nations due to finite hydrocarbon reserves and likely binding climate legislation restricting future extraction. Materials and methods: To address this, we employ a systematic mapping approach, categorizing and tracking influence, resources, and policy positions of both incumbent state actors and emerging semi-autonomous actors and innovation networks to map the transition arena. Results: Focusing on Iran, results show that its pathway will emerge from the dynamic contest between a resistant structure and emerging forces. Furthermore, energy transition governance actors were classified into incumbent state actors, renewable-energy actors, emerging semi-autonomous actors, international actors, affected publics, and sanction-induced innovation networks. Conclusions: The aim is not merely to switch energy sources but to navigate a just transition that leverages the nation’s vast human and natural resources—including immense solar potential—to build a resilient, equitable, sustainable future, starting with a clear map of the actors shaping its course.
