The global shift toward renewable energy and electrified transport has sharply increased demand for rare earth elements (REEs), particularly neodymium, praseodymium, and dysprosium used in NdFeB permanent magnets for wind turbines and electric vehicle motors, yet recycling currently supplies only a small share of this demand. This paper presents a critical review of REE recycling technologies for NdFeB magnet waste, benchmarking hydrometallurgical, short-loop, pyrometallurgical, and emerging bioleaching routes against recovery efficiency, purity, cost profile, and environmental footprint. The review situates these findings within ASEAN's position in the global critical minerals value chain, examining the region's reserve base, processing infrastructure, and exposure to supply concentration. Findings are then mapped against all seven programme areas of the ASEAN Plan of Action for Energy Cooperation (APAEC) 2026-2030, and research gaps are identified across techno-economic data availability, process scale-up, and regional policy coordination. The paper concludes with proposed directions for coordinated ASEAN investment in recycling infrastructure, aligned with the region's Just and Inclusive Energy Transition goal.
