📄 Abstract(原文)
In the global trend toward decarbonization, the procurement of renewable energy has become a prerequisite for economic activity, regardless of the economic entity. Thus, renewable energy can be considered a growth industry of the 21st century. However, slow renewable energy adoption, continued reliance on fossil fuels, and a return to nuclear power characterize Japan’s decarbonization policy. Renewable energy, generally considered small-scale and regionally distributed, tends toward large-scale centralization, and its benefits are disproportionately distributed to urban areas. This situation reflects Japan’s heavy industrial energy consumption, based on the import of natural resources, and the historical and geographical attributes of social capital use, such as the transmission grid. Even renewable energy projects are not free from existing political and economic structures. The return to nuclear power as a decarbonization policy should also be understood within the context of these political and economic structures. This paper statistically examines Japan’s current energy policy, identifies the political and economic structure surrounding Japan’s energy use and policy as a carbon-captive political economy, and clarifies the institutional, political, and economic factors that form this structure. Furthermore, it elucidates the historical positioning of Japan’s current energy policy within Japanese capitalism.
